  1. Reports state that most of the victims of Congolese war are the result of lack of basic infrastructures mainly hospitals. That should mean that the Congolese government's failure to provide those infrastructures is to a certain extent responsible of those deaths. Why does it look like institutions (national and international) working for ending the bloodshed don't seem to address the health assistance question more intensively?
